Full Time – Highway/Bridge Construction Inspector

Description: AndersonPenna Partners, Inc., an engineering and consulting firm dedicated to providing quality contract services to address the growing needs of municipalities throughout California, is currently seeking self-motivated, highly responsible individuals to join our expanding Construction Management Services Division.  We are seeking public works professionals to staff existing and upcoming positions with clients in the Orange County, California area.

Essential duties and responsibilities include:

  • Perform quality assurance inspections to achieve compliance with contract plans and specifications and jurisdiction requirements on all phases of highway and bridge construction, such as paving, structures, striping, grading, SWPPP, drainage, sewer, water, utility relocations, electrical installation, sign installation and landscaping items.
  • Checking grades and alignment.
  • Inspecting and approving traffic control systems including lane closures in accordance with Caltrans standards and requirements.
  • Maintain an awareness of safety and health requirements and assuring compliance of applicable regulations and contract provisions for the protection of the public and construction project personnel.
  • Prepare detailed daily inspection reports and photographs.
  • Perform quantity calculations and measurement for progress pay estimates and keep daily records.
  • Perform calculations and measurement of contract unit price bid items.
  • Assist in the preparation of final As-Built plans.
  • Maintain continuous communication with the Resident Engineer and other field personnel and staff.
  • Keep the Resident Engineer informed of conditions which could result in contract change orders and/or delays and assist in proactively resolving these situations.
  • Conduct work under minimal supervision, work independently and perform duties in the construction field office.

Minimum Requirements: High school diploma or equivalent. Ten years of highway and bridge construction inspection experience with five years on Caltrans Highway/Bridge projects. Extensive knowledge of construction practices, physical characteristics and properties of roadway, structures, drainage and utility systems construction materials, and the approved methods and equipment used in making physical tests of construction materials. Ability to effectively make decisions concerning work in progress and solve field and office problems. Proficient in the use of computer application programs Word, Excel and Outlook.

Public Works Inspector

Part Time or Full Time – Construction Management Services

We are currently seeking professionals to staff existing and upcoming public works inspection positions with clients in the Southern California area.

Description: The position requires a minimum of 10 years of experience and will perform inspection services to local jurisdictions which are under contract with AndersonPenna.

Essential duties and responsibilities include:

  • Inspect bridge, retaining wall, road, water, sewer, storm drain, landscape, irrigation, and other  public infrastructure construction work performed under contract to local agencies, including earth moving operations, placement of base materials, paving, utility placement, culvert construction, placing  and finishing concrete, landscaping and construction of specialized facilities
  • Enforce compliance with contract plans and specifications; compute estimates of contractor’s  work  in progress; interpret and coordinate contract provisions with contractor
  • Inspect subdivision, local agency encroachment permit and/or public capital improvement project construction work, including concrete forms placement, reinforcing steel and fencing placement, consolidation and finishing and curing of concrete
  • Enforce compliance with plans, specifications, appropriate standards and proper construction practices for work such as installation of water lines, sewer, utility conduits, landscape improvements, construction of storm drains, street lights and traffic signals, culverts, flood control channels, catch basins, junction structures, curbs, gutters, sidewalks, driveways and streets
  • Stipulate corrections and repairs necessary before final acceptance is made
  • Insure proper placement and maintenance of signs, barricades and warning devices
  • Recommend the acceptance of public improvements in completed subdivisions to supervisor
  • Inspect adjacent properties for damages from construction activity
  • Coordinate inspections with other AndersonPenna personnel and appropriate client departments
  • Perform routine field tests; confer with AndersonPenna engineering staff on design problems encountered in the field

Combination/Building Inspector

Part Time or Full Time – Municipal Services

Construction Management Division: We are currently seeking professionals to staff existing and upcoming building inspection positions with clients in the Southern California area.

Description: The position requires a minimum of 5 years of experience and will perform inspection services to local jurisdictions which are under contract with AndersonPenna.

Essential duties and responsibilities include:

  • Inspect various phases of residential, industrial, and commercial building construction  for  compliance with building codes; review plans and issue permits
  • Field check electrical, plumbing, and mechanical plans, layouts, and site plans of residential,  industrial and commercial buildings for proper installation and use of materials to ensure   compliance with appropriate codes
  • Check building plans and specifications for residential and commercial structures for compliance with applicable sections of Building, Electrical, Plumbing, Municipal and Zoning Codes; check  for  grade and quality of materials used in construction
  • Inspect and approve work at each of the required stages of completion and order corrective  action   if necessary; make final inspections for compliance to pertinent laws, regulations, and   codes; prepare reports of inspections and work completed; investigate code violations, post “Stop Work” notices, and prepare reports of findings
  • Inspect old and dangerous structures that may be subject to condemnation, especially for structural, safety, and other hazards; condemn structures that jeopardize public health and safety
  • Make final inspections for compliance to pertinent laws, regulations and codes; prepare reports of inspections and work completed
  • Perform business occupancy inspections, check for proper licensing, permits and proper building construction; investigate code violations; report findings of investigations
  • Review applications for permits, review plans for conformance with appropriate codes and regulations; prepare and issue permits
  • Assist laymen, contractors, architects and others in understanding code requirements; interpret and explain building ordinances, codes and regulations to builders, contractors, homeowner and other parties
  • Coordinate inspections with other AndersonPenna personnel and appropriate client departments;  assist in the conduct of zoning and general land use and code enforcement inspection work as assigned
  • Prepare correspondence; maintain records and reports, and coordinate special/deputy inspection and testing requirements performed by others.
