Mr. Anderson brings over 40 years of experience in all aspects of transportation projects including conceptual planning, environmental studies, preliminary engineering, PS&E, and construction management of roadways, utilities, drainage and flood control, transportation planning, and toll facilities. During his career, he has participated in the design and construction of over $2 billion of public works projects and has demonstrated successful multi-faceted project management capabilities. Recent focus includes design engineering review, value engineering, and construction management/inspection of railroad grade separations working with several Class I and short line railroads, and several local governments and transportation agencies including: OCTA, Caltrans, LACMTC, SANBAG, VTA, the County of Orange, CA and the City of Placentia, CA.

With over 25 years of experience in public works engineering, project management, and construction management, Ms. Penna has worked on transportation, water resources, environmental, and waste water projects including planning, design, inspection, construction, and the development of short- and long-term capital improvement programs. She has extensive experience working with Caltrans District 12, OCTA, OCSD, and many local cities and water districts throughout Orange County, CA. Through Ms. Penna's experience with local capital projects and project and program management, she is knowledgeable of NEPA and CEQA requirements, Federal Grant requirements, Green Book and APWA standards and many agency policies and procedures. She has also taught several courses in the Public Works Education Programs at Santiago Canyon College in Orange County, CA.

Ms. McCamant has over 20 years of executive management experience in the engineering and professional services space. Prior to joining AndersonPenna, she was the Chief Operating Officer of FlexEnergy, a clean energy technology company, where she was responsible for all non-technical aspects of the business. Prior to that, Ms. McCamant was the Chief Operations Officer at Willdan Group, Inc., a publicly traded engineering and professional services firm, where she also served as Chief Financial Officer for several years. In addition, she managed Willdan's initial public offering in 2006. In her career, Ms. McCamant has supervised a wide range of business functions, including business development and marketing, corporate development, accounting and financial reporting for public and private entities, investor relations, litigation management, human resources and information technology.

Ms. Lucero's 18 years of consulting experience includes assisting 70 public agencies and private interests in the areas of financing and planning capital improvements. Her resume includes the preparation and administration of state and federal grant applications, fee and rate studies, and the formation of more than 100 local improvement districts in California, Nevada, and Arizona. She has worked with railroads to identify funding sources and access Railroad Rehabilitation & Improvement Financing (RRIF) loans. As an extension of public agency staff, she has managed the environmental assessment process in compliance with CEQA and NEPA, including environmental consultant oversight for permitting, as well as preparation of Environmental Impact Reports and categorical exclusions/exceptions. In her role at AndersonPenna, she helps agencies identify and implement funding for capital improvements and rehabilitation and works with stakeholders to identify solutions to funding shortfalls.

Mr. D'Emilia has 24 years of project and construction management, and civil engineering experience on a wide array of public works projects. He has served in various capacities with California engineering firms where he was responsible for profit and loss, business development, and delivery of construction management services for many successful public capital improvement projects. Prior to his consulting experience, he worked as a civil engineer with the Department of Water and Power in the City of Los Angeles performing design and construction services on major water and power facilities. Mr. D'Emilia's career experience includes projects such as Pier Avenue Improvement, Hermosa Beach, CA; El Toro Road Traffic and Landscape Improvements, City of Lake Forest, CA; Fountain Valley Recreation Center Master Plan, City of Fountain Valley, CA; and a multitude of others.

Mr. Salter has over 30 years of diverse project management experience including construction management, design-build, general contracting, vertical CIP and precast concrete construction, information technology, CPM scheduling (Primavera P6), legal, and business communications. He has recent experience including roadway and intersection construction, sewer, water, storm drain work, retaining walls, dewatering, masonry sound walls, CIP transition and junction structures, traffic signal work, striping, underground electrical, landscaping, irrigation, and paving for various clients including Orange County (CA) Sanitation District; Los Angeles County (CA) Sanitation Districts; City of Upland, CA; City of Rancho Cucamonga, CA; Three Valleys Water District, Claremont, CA; Orange County Water District; City of Long Beach, CA; City of Anaheim, CA; and others.
Mr. Salter holds a B.S. in Civil Engineering from the University of Maine, a B.A. in English from Georgia State University, and an M.A. in English from Georgia State University. He is also a Ph.D. candidate.

Mr. Jue brings over 39 years of experience in municipal engineering program management for both public and private entities. His experience in city engineering, traffic engineering and public works inspection includes planning, directing, coordinating and administering the operations, maintenance and construction activities of Public Works Departments. His private sector experience includes city engineering, traffic engineering, public works inspection and plan checking functions. He has managed many capital improvement projects from concept to ribbon cutting, including supervising design and construction management consultants, coordinating with Caltrans and resource agencies, processing contracts, change orders and correspondence, and preparing necessary staff reports for department and City Council reporting. He is adept in state and federal funding requirements and processes, grant preparation, environmental compliance, and the paperwork required at various phases of the project.
Mr. Jue is a graduate of Loyola Marymount University, Los Angeles, and is a registered civil engineer and traffic engineer in California.

Ms. Cobb has more than 20 years of project management experience in the disciplines of civil engineering, contract administration, and special financing districts. She provides Contract Administration and Labor Compliance services to support construction managers by coordinating and documenting communication between the clients, stakeholders, the design team, and prime and subcontractors. Ms. Cobb interacts positively with inspectors, utility companies, and local residents and businesses affected by construction. In this role, she manages document control systems, labor compliance requirements and project schedules and budgets. Her assessment district expertise includes formation, annual administration, and developer reimbursement reviews in compliance with State of California statutes and the agency's policies and procedures.

Mr. Poole has over 30 years of municipal government experience which includes providing code enforcement, land use, housing and related services. His experience includes working for the City of Anaheim, CA as Senior Code Enforcement Officer, Code Enforcement Supervisor, and Code Enforcement Manager. In this capacity, he administered a city code enforcement program responsible for a highly diverse scope of municipal, state, and federal codes and related areas, such as land use, building, housing, public nuisance, and hazardous waste/material removal. Mr. Poole successfully developed and implemented innovative city sponsored community volunteer programs such as the anti-graffiti, "Make Your Mark on the World, Not on the Wall," and "Paint Your Heart Out Anaheim," which assist low income elderly and disabled homeowners as well as "Volunteers in Pride," bringing public participation in code enforcement.
Mr. Poole earned a B.S. degree in Administration of Justice from California State University at Los Angeles and has completed numerous college level courses in Land Use, Planning, Public Administration and Housing.
